Green transit system plans to invite tenders in 2026

The Hong Kong SAR Government has recently received 27 expression of interest (EOI) submissions for the Smart & Green Mass Transit System (SGMTS) project in the Hung Shui Kiu/Ha Tsuen and Yuen Long South New Development Areas (NDAs).
     The Transport Department said that the EOIs, after analysis, will serve as a reference for firming up the specific requirements and designs of the SGMTS and the relevant infrastructure, as well as ascertaining the delivery mode and financial arrangements of the project. The government plans to invite tenders for the project in 2026 and award the contract in 2027.

Conception and Objectives
The SGMTS project was conceived as part of Hong Kong's broader efforts to enhance connectivity and accessibility in new development areas. The project aims to develop a well-planned integrated Green Transport Corridor (GTC) featuring suitable green public transport modes, along with cycling and pedestrian facilities. The primary objectives are to reduce urban congestion, promote zero-emission transportation, and transition to cleaner energy sources.

Project Planning
The SGMTS is designed to traverse a 16-kilometer Green Transport Corridor (GTC) serving the Hung Shui Kiu/Ha Tsuen (HSK/HT) New Development Area and Yuen Long South Development. The system will accommodate a population of approximately 300,000 and provide employment for around 160,000 people in the area. The project involves evaluating various green public transport modes, both road-based and rail-based, to identify the most suitable solution. The chosen mode will focus on energy efficiency, safety, comfort, and cost-effectiveness.

Importance to the Area
The SGMTS project is crucial for the development of the HSK/HT New Development Area and adjacent regions. It aims to enhance connectivity and accessibility, reduce traffic congestion, and promote sustainable transportation. Construction Timeline
The Government has been actively taking forward the preparatory work for the SGMTS projects in East Kowloon, Kai Tak, and HSK/HT New Development Area since the Chief Executive announced the implementation of the SGMTS in the 2023 Policy Address. The Government invited relevant suppliers and operators to submit expressions of interest (EOI) for the East Kowloon and Kai Tak projects in August 20242. The information collected will serve as a reference for ascertaining the technical details, delivery modes, and financial arrangements of the projects. The construction commencement date and completion timeline are yet to be finalized based on the EOI submissions and subsequent planning.

Estimated Costs and Commercial Viability
The estimated costs and commercial viability of the SGMTS project are still under evaluation. The government is working with suppliers and operators to determine the financial arrangements and delivery modes for the project. The project's commercial viability will depend on factors such as the chosen transportation mode, construction costs, and potential revenue from transit operations.
