Chief Executive Sam Hou Fai has provided further details on four major infrastructure projects outlined in the recent Policy Address, which aim to bolster Macau’s economic and cultural development over the next decade. Among the key initiatives are a MOP20 billion (USD 2.5 billion) investment in a new university town in Hengqin and the creation of a MOP12 billion (USD 1.5 billion) Integrated Cultural and Tourism Zone.
He highlighted that the Macau SAR government is executing the Macau-Hengqin International Education University Town in phases, with construction already underway. The ambitious project, expected to require an investment of nearly MOP20 billion, is designed to nurture top-tier talent in tourism and leisure development, serving both Macau and the nation.
Chief Executive Sam Hou Fai highlighted the significance of the Integrated Cultural and Tourism Zone, whose location has yet to be finalized. He underscored the importance of maximizing the potential of the area between the Macau Peninsula and Taipa. Planned developments include a National Museum, an International Arts Centre, and an International Exhibition Centre, with the goal of creating a landmark cultural hub for the Asia-Pacific region and beyond. The initiative aims to showcase Macau’s distinctive blend of Eastern and Western influences while promoting Chinese cultural heritage.
The project is expected to require an investment of approximately MOP12 billion (USD 1.5 billion), with public tendering scheduled to commence in the second half of 2025. Construction is projected to span two to three years, with hopes that work on the National Museum will begin as soon as possible.
The Chief Executive also announced that the Macau Airport Expansion and Land Reclamation Project has secured state approval, with an estimated investment of MOP6 billion (USD 750 million). Construction has already begun, focusing on expanding airport infrastructure, particularly aprons. The initiative aims to leverage the advantages of the Hengqin In-depth Cooperation Zone, Macau’s international aviation rights, and free trade policies to transform the region into an international aviation hub on the west bank of the Pearl River.
Additionally, he outlined plans for the Macau Technology R&D Industrial Park, which seeks to attract research and development headquarters and facilities from major domestic and international enterprises, further solidifying Macau’s position as a hub for technological innovation.
