Design Features
Integrated Functions: Phase One will include an air cargo terminal, dedicated barge pier, freight forwarding warehouses, and a suite of automated facilities.
Innovative Technology: The project introduces an Intelligent Guided Vehicle (IGV) system and the world’s first “sea–air compatible container.” Cargo processed in Dongguan—security checks, palletization, and airline certification—can be shipped directly via dedicated barges to the airside terminal at Hong Kong Airport without repeated inspections.
Capacity Scale: Upon completion, the permanent center will handle up to 1 million tonnes annually, complementing the airport’s third runway and reinforcing its position as a global logistics hub.
Cost Efficiency: Cargo service costs are expected to be reduced by around 50%, while efficiency will improve by one-third.
Construction Progress
AECOM has been commissioned to manage design, contracts, and construction for Phase One, building on its earlier role in master planning and technical studies.
