The Hong Kong government has awarded a major land parcel for data centre development at Sandy Ridge Data Facility Cluster within the Northern Metropolis, a strategic development area in the northern New Territories aimed at supporting innovation and technology industries. The site covers over 110,000 m² and has been granted on a 50-year lease to Hong Kong Range Intelligent Computing Technology Company Limited for the development of a large-scale advanced data facility cluster.
The project permits up to about 250,000 m² of gross floor area, with the majority allocated to high-tier data centre operations. The tender followed a two-envelope assessment approach, giving 70% weighting to technical capability and 30% to land premium, with the successful bidder offering approximately HK$581 million for the site. The developer is expected to invest around HK$23.8 billion within the first three years, with operations targeted to commence within roughly 42 months.

The successful bidder, Hong Kong Range Intelligent Computing Technology Company Limited, is part of the Range Intelligent Computing Technology Group Company Limited, a mainland China-based technology group specialising in high-tier data centres, supercomputing infrastructure, and large-scale data port projects. The group has developed and operated multiple high-performance data centre facilities across mainland Chinese cities and is experienced in building large computing infrastructure supporting cloud and AI workloads.
For the building and construction sector, the Sandy Ridge development represents a major specialised infrastructure project requiring high-capacity electrical supply, advanced cooling systems, and resilient mission-critical building design. As one of the largest purpose-built data centre sites ever awarded in Hong Kong, the project is expected to generate substantial opportunities across construction, structural engineering, building services, and specialist digital infrastructure contractors, while supporting the city’s ambition to become a regional hub for AI computing and cloud infrastructure.
